Duffy has agreed to sign for Championship side Birmingham City on July 1 after agreeing both personal and contract terms.
Duffy,28,joined Doncaster last year from Scunthorpe and was known for his pace and free-kick abilities.
Birmingham relegated Doncaster last season after scoring late in their game at Bolton,staying up on goal difference.
